(Let's see you find a non-copyrighted picture of the Rogers Cable box that doesn't have a cat on it!!!)
If you just picked up a Rogers Cable Set-Top-Box, installed it on your TV, and now you're trying to control the volume with the provided Remote Control, you may notice that every time you press Volume + or Volume -, the TV light on the Remote Control goes on, and the volume doesn't change.
This is happening because the "Global Volume Control" on your Rogers Remote Control has been locked by default to one device, your TV. And since your TV code has not been programmed into the Remote Control, it is doing nothing.
Now, one would think that having the Rogers Set-Top-Box Remote Control on default control the volume of the...Rogers Set-Top-Box, but hey, who am I to question the all-powerful and all-controlling Rogers Cable... Oh Rogers, I dare not mock thee...
Anyway, after some searching (when having to deal with this issue myself today), I was able to find the steps required in order to fix this issue. I've included those steps here below for your reference:
How to Enable Volume Control for the Rogers Set-Top-Box
1. On the remote control, press and hold SETUP until the last-selected device key blinks twice, then release SETUP.
2. Enter 9 - 9 - 3. The last-selected device key will blink twice.
3. Press "Cable". The selected device key will blink twice.
4. Now, when you press VOL +, VOL -, or MUTE, the volume of the selected device (Cable) can be controlled regardless of mode.
That's it! If you were having this problem, I hope this helped you out!

Thanks! It did work but volume still isn't loud enough. I have to increase the volume with my tv remote first to get the Rogers remote to work better but then get lots of static from my tv. Not sure if anyone else has had this problem.

Yesterday I switched out my Rogers HD PVR for a new one (since the last one was having bizarre errors), and the new remote had this problem.
It's SO STRANGE that this isn't mentioned in the remote manual or in the Rogers "Get Started" book.

This worked with my last box, but not with the PVR box I just got. If I can't fix this I will return the entire thing and cancel my Rogers. Even the tech woman I got today told me I had to use TWO remotes to use the volume. I cannot get this thing to control the volume unless I use the TV volume with it's ugly blue and yellow box. This is a major flaw with Rogers.

Thank you, this is amazingly simple. I can't figure out why Rogers would do such a thing, but many custom options have been disabled on Rogers/Yahoo, also.

My volume still is not working
That still doesn’t work. How am I the only one that it doesn’t work for? Why is there always a problem with any and everything I do?
I’ve never been able to successfully operate any tv I’ve ever purchased. Always a problem somehow, I’m dumbfounded.
Why doesn’t it work out of the box? All the other buttons don’t need programming. Why is it not automatic? I need some secret steps to be able to hear my tv? Does Rogers benefit somehow cause this should be a given. I can’t hear my tv? Seriously? Why? Look at that, I can channel surf right off the hop, just not able to hear what I’m seeing, that’s strange, I guess I’ll have to research this stuff if I want to watch tv, hmmmmmmm???

PS. Two converters for thee two most important functions. Kids/grandparents are screwed when an adult isn’t around to search for an answer when certain buttons cancel out the volume control setup.
